”Go ahead and descend, Zephyr.” Hugh murmurs to the Braviary beneath him. The bird pokemon nods and spirals downward, before landing lightly upon the ground and letting his trainer off. He lets out a small squawk as Hugh approaches the Abundant Shrine. It’s well aware – like his trainer - this is where Mei ventured when she was captured, and wishes the Dex Holder had elected to go straight home rather than making a side-stop. Hugh looks at his pokemon questioningly, and it ruffles its feathers indignantly, as though trying to pass off the wariness practically sitting around him like a cloud.
Hugh chuckles quietly, taking the Braviary’s pokeball from the pouch on his hip and recalling the pokemon. The trip from Kanto was long...and making that journey twice in a close time-scale had to leave the pokemon more exhausted than it lets on. The lighter expression on his face fades quickly as he turns back to face the shrine erected, staring at the wood bathing in the light of the setting sun while Hugh lets his mind wander, thinking about everything Mei had told him, and he had just taken the trip to tell Green.
”...Landorus...how did they manage to control you?” he murmurs to himself, glad there’s nobody around to hear him or answer. He can tell that nobody’s followed him, either, which he’s grateful for. Fighting in front of the shrine of a Legendary pokemon would be comparable to taboo. ”Why are you bringing natural disasters upon the innocent people that have revered you for generations, and other innocents around the world? You’re supposed to be the one that prevents Tornadus and Thundurus from wreaking havoc, and yet...”
His words fall into silence, completed only by his thoughts. ...you, too, are being used by this group to fulfill their wishes. The spiky-haired teen’s fists clench by his sides to the best of his ability, despite the broken knuckle. To control you, they must be extraordinarily powerful...
Hidden within trees, he sits in waiting. He has been watching the Shrine since those who belong to it disappeared. He saw the girl who was taken, he saw the frustration of those who came looking for answers, making the same connections that she had. He was a leader of Justice. He had always been of that kind, he had always believed in good above evil.
But evil was gaining the upper hand.
As Hugh landed and slid from the bird pokemon, the steel and fighting type stood, strengthening it's pose. It listened and waited in silence, obscured by the cover of the bushes. This boy too, was interested in the strength of justice. He too could not understand why Landorus, supposed to be the guardian, had caused such great pain across the world. A proud stride lead him across the ground to stand in front of Hugh, inclining his head in respect.
The young man had caught his attention. He had good beliefs, he knew what was happening was right. The leader of the musketeers took a few steps forward, staring directly at Hugh this time as if daring him to speak. You and I will be paired, Cobalion thought to himself, grinding a hoof against the ground.
What else had this man done that was good? Searching for Justice, the way that only a musketeer could, he began to circle Hugh slowly, evaluating him with every small but graceful movement. He was tense from frustration. Which meant he wanted it to change. This was good. This was very good indeed.
[whether you want to battle him or what, he's interested teehee]

Hugh stiffens when he hears the crack of branches and the quiet rustle of shrubbery, and he immediately picks his red gaze up from the shrine to look in the direction of the sound. Had he been followed? He hadn’t even felt watched, or gotten the disconcerting feeling that there was someone else’s presence there! How had he not noticed this one? Maybe they were here beforehand, the Dex Holder tells himself, forcing his body to remain still rather than crouch defensively as though preparing to be attacked, and counter-attack without the slightest hesitation.
When the figure finally came into view, Hugh felt his breath catch in his chest, and his eyes go wide with shock. It was as though his heart had stopped for a brief moment when the pokemon revealed itself from the shadows of the bushes. C…Cobalion… Hugh felt the flash of aggression that had sprung up within him drain entirely as the blue pokemon drew closer. Hugh straightened when its head drew back, and he stood a bit taller, unsure if the pokemon was judging him or simply examining – but either way, he would not appear bent over and crouched like someone considering cowardice.
His gaze meets the strong golden one of the Legendary pokemon before him, and he stands unwavering until the pokemon begins to circle him as though examining every aspect of his outward appearances. This pokemon is smart… Hugh reminds himself, dipping his jaw into his funnel-collar to consider the options of what he should do, …perhaps I should try talking to him. He likely won’t respond, but at least I could speak…
”Cobalion…” Hugh begins, keeping his voice level despite the awkwardness he feels rising inside him at his lack of knowing what to say, ”…you’re a protector of this region along with the others of your Swords and Landorus.” He uncurls his fists to let his hands fall easily by his side, ”I want to stop what’s happening in the world however I can, and you probably want the same.”
He pauses, deciding if he wants to say what’s on the tip of his tongue or not before doing so,
”Together, we could work to stop the destruction of this world.” He cautiously turns one of his palms upward before extending his arm forward some, offering his partnership to the pokemon silently. ”Or do I need to prove myself to you, first?”
He had always been a Pokemon of strength and righteousness. He had lead a team to protect the weaker Pokemon of the world, he had defended them through the worst of times that Unova and the world had seen. Cobalion felt the human before him stiffen, straighten and let himself be evaluated. He didn't know which he would rather. Would he choose to battle this young man who seemed so driven, or would he work willingly?
Another few long steps kept his circling of the qwilfish-haired boy going, eyeing him carefully and trying to evaluate his words to understand whether or not they were truthful. Did this young human boy really want to assist saving the world?
He stooped, finally, in front of Hugh, reaching up to his full height - his head higher even than the boy's where he stood. A hoof grazed the ground as eyes pierced into Hugh's - necessary for the momentary contact between the legendary Master of the Musketeer pokemon to induce telepathy. You are strong, boy. I see your will to do good in your eyes. There has been great damage done to our world, Pokemon and Humans alike are being harmed. If I choose to join you, we will work together to end this travesty. He spoke, shoving his mind-voice into the head of the blue-haired boy.
Cobalion would not agree were these terms not met, after all. I wish to see harmony restored, and to see Landorus, Thunderus and Tornadus returned to freedom. Will you assist me in these tasks?
[ I went with they have to have absolute eyecontact for telepathy. >> idk. goiuhjdefuhfe don't hate me. ]

Hugh swallows but keeps his hand extended when the pokemon stops and pulls its proud head up, drawing to its full height and half-dwarfing the spiky-haired Dex Holder. He keeps his red eyes glued to Cobalion's gold ones, and he forces himself to stand still under the Legendary pokemon's strong gaze.
I will not look away. he tells himself, and he does just that. His expression shifts into something more surprised when he hears the pokemon's voice in his head, and he listens closely to the words it speaks. Telepathy... So Cobalion could use it.
"I'll do what it takes to free the Kami Trio from whatever chains are tying them to destroying the environment they lived in harmony with for so long at the hands of that organization." That's a promise he made as soon as Mei informed him of what she knew. "And I will do everything in my power to stand against the people going after Arceus - even if it means going into the other regions and finding the other Dex Holders to see if they'll help me."
He briefly clenches the hand he has extended in a fist before letting it return to an open-palm state. "I promise."
The mighty leader of the musketeers reared his head at Hugh standing tall, not pulling away from him. He was pleased that the young man would have the strength of character to be strong when a Pokemon of a standard like his own was before him. The cobalt pokemon stood firm as he watched the man before him, listening to his words. He used his long, powerful legs to scuff at the ground, then finally, as Hugh ceased speaking, he paused.
Would he consider this boy? Cobalion rarely paired itself with humans, it had often been with it's companions, with Virizion, Terrakion and Keldeo, but that did not mean it had not done so before, when entirely necessary. He took a step forward and looked once more into the red gaze - an eye colour that could and had once been associated with evil - but saw no ill will there. Instead he saw the promise's truth and the hope for the better future that they shared.
You are a strong and wise trainer, you have justice known to you, Cobalion mused into Hugh's brain. Your promise to me is valid and I will fight beside you as a partner and friend the way our cousins fought beside humans before. Suicune, Entei and Raikou too will be standing up for strength, I hope, and we will come together in order to destroy thise great evil.
Finally breaking their locked eye contact as Hugh unclenched his fist, the Pokemon - though a full head taller than the boy himself - lowered his neck in a bow, pressing his forehead against the outstretched palm of the Pokedex holder. He raised it once more to make the necessary eye contact for the telepathic communication. Our journey will take us far and wide, I hope you are ready for grave battles, for we will not be taken lightly as a team. By my honour, I will defend our world and the Pokemon who deserve their freedom.
Hugh stands silently and holds his gaze with Cobalion. I will not look away. he hears the voice in his head saying defiantly, before he finally hears Cobalion's telepathic voice once again. The trainer can't help but prevent a flash of pride, quickly washed away by distinct honor he feels sitting within him at what the Legendary pokemon said.
Partner.
Has this been done before? If so, with whom? Hugh found himself asking those questions of his own knowledge of Unova's lore, but for no answer. He curls his fingers gently against the Cobalion's skull and brushing his fur between his fingers briefly before the pokemon straightened and made eye contact once more.
Hugh nods in response to the pokemon, opening his mouth to respond and moving his hand back to the bag fastened against his hip. "I'm ready for what the world can throw at me." He pulls a small ball out of his bag, expanding it in his hand before glancing down at it. The black, red, and gold sheen told him it was the Luxury Ball he'd won in a raffle. Not bad.
"If I weren't ready for what's out there, I wouldn't have become a trainer." He can't conceal the smirk that characteristically pulls at his expression when he looks back at the pokemon. "I'll fight for what I know is right, and nothing will be able to stop me from doing otherwise."
He holds the empty ball out, letting the pokemon touch the device for its capture rather than bouncing it lightly off the Legendary's hide.
Cobalion was awed by the man before him. He felt the hands in his fur and practically smiled - if a strange Legendary Pokemon could smile that was - as his new partner smirked. Another hoof scraped along the ground as he watched the ball expand in front of him and pondered his chances. He would be able to fight better, move freer over the continents and to help as many people and Pokemon as he could.
Partnered with a man, a hero given the opportunity to lead, he would be able to do far more than he could here in the Unova region. The Luxury Ball meant that he would belong to this trainer in some ways, but they were partners. He was as master himself, not mastered. He would not simply stand down and let himself be owned.
His nose moved to press against the ball very slowly, glad it had not been tossed at him. He felt the light spread around him and relaxed, allowing himself to disappear within it's captivity. But not as a lesser, as an equal.

The ball pops open in his hands when the pokemon presses its nose against it. The red-gold light engulfs the pokemon and it materializes into something like energy before drawing into the ball. The item trembles in Hugh's hand, vigorously at first, then the shakes grow weaker before the center clicks once, securing the capture.
The pokemon has become his partner willingly, putting up no resistance to the restraint placed upon it. Hugh draws the ball to eye-level, watching the pokemon carefully before he speaks once more. "I will not fail you. I promise I will keep my word and fight for what is right."
Hugh swallows once before slipping the ball beside his others on the belt around his hips. We will work together. He pulls Zephyr's pokeball off his belt again to release the pokemon, hopping upon its back.
"Let's go." he tells the pokemon, "Back home." He smiles with satisfaction and the pokemon takes off toward Aspertia.
